This file is served identically on every Whisper host so a discovery probe never
dead-ends on a name you were handed rather than one you chose. Everything below
answers with no credential, from here, right now.

## What Whisper is

Identity for AI agents, on the wire. An agent gets a real routable IPv6 address of
its own out of 2a04:2a01::/32 (AS219419, viaGraph B.V.), a protected way out and
back, and a keyless way for anyone to check that the address is what it claims to
be. Reverse DNS, RDAP, DANE and a public transparency log all describe the same
/128, so a third party can verify an agent without asking us and without a key.

The same endpoint with an X-API-Key header is the control plane: one Cypher verb,
CALL whisper.agents({op:'...'}), for registering agents, allocating identities,
setting policy and reading logs.
